President Barack Obamasaid that the technique known as “waterboarding” is torture.
At a news conference at the Asian-Pacific Economic Cooperation summit Obama said:
“Waterboarding is torture and it contrary to America’s traditions.”
Both Republican Presidential candidates Herman Cain and Michele Bachmann said at a debate on Saturday that they would reinstate waterboarding, which former President George W. Bush authorized during his Presidency.

The practice simulates drowning by covering the suspects face and pouring water on it, making it seem as if they are drowning.
