On Thursday, a senior politician from Indian Prime Minister Narendra Modi’s ruling party made some pretty offensive comments about sexual assault that no doubt perpetuates the prevalent rape culture in India.

Babulal Gaur, the minister responsible for law and order in Madhya Pradesh, reportedly defended rape when he said this:

“Sometimes it’s right, sometimes it’s wrong.”

The controversial remarks come at a time when political leaders of Uttar Pradesh, the state where two girls ages 12 and 14 were raped and hanged last week, are receiving heavy criticism for not going to visit the scene and blaming the media for bringing attention to the story.

A regional politician from Modi’s party, the Bharatiya Janata Party (BJP), explained that rape is only considered a crime if the rape is reported to the police.

“Until there’s a complaint, nothing can happen.”

Police arrested five men, three brothers and two officers, connected to the rape and murder of the two Indian girls slain last week.
