Father JOE JACKSON has filed papers with lawyer BRIAN OXMAN to petition estate judge for access to medical records. JACKSON is asking a court to recognize their rights to sue news outlets for publishing photos of MICHAEL JACKSON when he had expired. There is no word yet about which new outlets will be sued.
