He's very fortunate not to have gotten the "Sean Bell, shoot first, ask questions later" treatment. Clearly NYPD are trained in this manner and as the dude in charged of Public Affairs, Ziegler is as accountable as anybody. It's only fitting that he should be on the receiving end of their unwritten policies.
