North Carolina mom Odessa Clay, 30, is under arrest for illegally tattooing her 11-year-old daughter.

Police say Clay gave her daughter a small, heart-shaped tattoo near her right shoulder.

As reported by WCTI News:

Havelock Police charged Clay in late September with tattooing a person under 18.

Clay now lives near Grantsboro in Pamlico County.

"She asked me to do it," Clay said, referring to her daughter requesting the tattoo. North Carolina law prohibits anyone tattooing someone who's not yet 18 years old.

Clay used her own tools and said she numbed her daughter's arm.

"I didn't fill it in," Clay said; she only tattooed the outline of a heart, and didn't darken the entire shape.

Clay said she did not know that tattooing a minor is illegal; she thought it was permissible with a parent's permission.

The mother believes a former in-law reported the tattoo to retaliate against a report Clay filed against her daughter's paternal grandfather.

Clay is due in court on the tattooing charge next month.
