South Carolina Solicitor Scarlett Wilson on Tuesday announced that a grand jury indicted Dylann Roof on nine counts of murder for the Charleston Mother Emanuel AME church shooting, NBC reports.

Roof, who reportedly told friends that he intended to start a race war by targeting the historical Black church, was also charged with one count of weapons possession and three counts of attempted murder.

“My office cannot comment on the merits of the case,” Solicitor Scarlett Wilson said in a statement announcing the indictment, which will be released later on Tuesday.

The Justice Department is investigating if the attack was a hate crime. A manifesto said to be written by the accused gunman outlined his racial biases, stating that he had no choice but to kill African-Americans.

The 21-year-old remains in jail without bail. The June 17 attack resulted in the death of nine of the church’s parishioners, including South Carolina State Senator Clementa Pinckney, who was also the church’s pastor.
