UPDATE 4:00 PM:

Michael Phelps is speaking out about his arrest.

The Olympian released a three-part statement via Twitter accepting “full responsibility” for his actions.

Adored Olympic athlete Michael Phelps has been arrested once again for a DUI in Maryland late Monday evening.

According to TMZ, Phelps was pulled over for speeding. It was later determined that the swimmer was under the influence after failing his field sobriety test.

Michael Phelps was arrested for driving under the influence in Maryland early this morning … law enforcement sources tell TMZ Sports.

Our sources tell us … Phelps was pulled over around 1:40 AM in his white Range Rover. We’re told he bombed his field sobriety test … and his B.A.C. was almost twice the legal limit.  Officials just issued a statement saying Phelps was initially pulled over for going 84 in a 45 … and during the stop, the officer noticed he was hammered.  Our sources say Phelps was hauled to a nearby station where he was booked for DUI — and was eventually released.

Phelps was charged with DUI, excessive speeding, and crossing double lane lines.

The athlete has dealt with DUIs in the past, and was arrested for the same charge in 2004.

At the time, Phelps was 19-years-old and apologized for his actions and spoke on the dangers of drinking and driving with The Washington Post.

“Last week, I made a mistake,” Phelps said Monday night, as quoted by The Washington Post. “Getting in a car with anything to drink is wrong, dangerous and unacceptable. I’m 19 but was taught no matter how old you are, you should always take responsibility for your actions, which I will do.”  He added: “I’m extremely sorry for this. … That’s all I can say right now.”

Phelps hasn’t yet released a statement on his current arrest.
