On November 29th of last year, 13 Cleveland police officers fired 137 bullets at a car, killing a man and woman after a high-speed chase.

Both passengers in the car were found to be un-armed and today the Mayor of Cleveland and the State Attorney Gen. disagree that proper police procedure was followed.

In a new interview with Jeff Johnson, the Mayor points out that justice needs to be served as authorities did not maintain control and made poor protocol decisions that day. Meanwhile some believe Timothy Russell and Malissa Williams played a part in their own death as drugs and alcohol in their system.

The Mayor says there is not a systematic failure and that many are pulled over for DUIs and that does not justify their death.
